Either of the spouses can apply as Principal applicant and the other can join as Dependent. Since the spouse and the dependent children are included under the immigration visa process, one should be flexible regarding the Principal applicant. In case both of you have at least one year of work experience; it makes sense to have both assessed. A decision should then be made based on the assessment results.
